Batch queue structure

The batch queues on moab are designed to maximize the overall throughput of the cluster.  Normally, a user should never specify a specific queue for the job to be placed in as the queue scheduler will put the job in the correct queue based on the resources requested.  Currently, only two resources need to be specified, the expected run-time of the job and the number of CPU cores needed.  Any other resources specified are ignored by the scheduler.  The queue limits are as follows:
