NIH Public Access - Manuscript Submission
Requirements for Public Access to NIH-supported Research: On 12/26/07, The Consolidated Appropriations Act of 2008 (H.R. 2764) requiring NIH to make public the results of any research it supports was signed. NIH released guidance on the Revised Policy on Enhancing Public Access to Archived Publications Resulting from NIH-Funded Research (NOT-OD-08-033), which stipulates, effective April 7, 2008, that investigators funded by the NIH are required to submit to PubMed Central (PMC), upon acceptance for publication, an electronic version of their final, peer-reviewed manuscripts, to be made publicly available no later than 12 months after the official date of publication.
Note: The Policy does not apply to non peer-reviewed materials such as correspondence, book chapters, and editorials.
Citing Requirements: "As of May 25, 2008, when citing an article in NIH applications, proposals, and progress reports that falls under the Policy, and was authored or co-authored by you or arose from your NIH award, you must include the PubMed Central reference number (PMCID). If a PubMed Central reference number is not yet available, include the NIH Manuscript Submission system reference number (NIHMS ID) instead. This policy includes applications submitted to the NIH for the May 25, 2008 due date and subsequent due dates." (Refer to: http://publicaccess.nih.gov/include-pmcid-citations.htm)
